The annual meeting of the Town of Kabetogama was called to order by Clerk Manninen at 8:15 pm on March 10, 2020. There were 7 people attending this meeting. Those attending the meeting recited the Pledge of Allegiance. Clerk Manninen called for nominations for a moderator. Marlene Tomczak moved to nominate Larry Warrington, seconded by John Brown. Clerk Manninen asked if there were any other nominations, (twice). A voice vote was taken for Larry Warrington as moderator. All voted aye, no nays, Larry was voted as moderator.
Agenda: The agenda was reviewed by all. Mary Manninen moved to approve the agenda, seconded by Marlene Tomczak, all voting aye, motion carried.
The Clerk was asked to read the Board of Audit minutes from the February 4, 2020 meeting. Larry Warrington moved to accept the Board of Audit minutes, seconded by Mary Manninen, all voting aye motion carried.
Old Business:
The minutes from the 2019 annual meeting were reviewed by all. Betsey Warrington moved to accept the minutes, seconded by John Brown, all voting aye motion carried.
The moderator read the dates for the next Annual Township Meeting. The annual meeting will be held on March 9, 2021 at the Kabetogama Town Hall at 8:15 pm. Alternate bad weather date is March 16, 2021 same location and time.
The next Annual Township Election will be held on March 9, 2021 at the Kabetogama Town Hall from 4:00 to 8:00 pm. Alternate bad weather date is March 16, 2021 same location and time. Marlene Tomczak moved to accept these dates, times and locations, seconded by John Stegmeir, all voting aye, motion carried.
Election Results – Moderator Warrington asked for the results of the Annual Township election held March 10, 2020. For the position of Supervisor 3-year term, Larry Kec received 11 votes and there were no write-ins. For the position of Clerk 2-year term, Mary Manninen received 11 votes with no write-ins. Marlene Tomczak moved to accept the 2020 election results, seconded by John Stegmeir, all voting aye, motion carried.
Kabetogama Fire Department report – Fire Chief Larry Warrington wrote the following report.
2019 - 2020 Kabetogama Area Volunteer Fire Dept. Annual Report
The heli pad will take at least 18 to 20 thousand to completely get it done. There is landscaping that needs to be done and they must install white painted rocks, two rows around the outer perimeter of the pad. They will try to get this done this summer. The heli pad has been used numerous times even when it was still under construction. Community support has been phenomenal. The department has 10 members for fire and 2 new members. Matthew Tomczak and Adam Perkins. Dave McRoberts lives in International Falls now so he is no longer with our department, he is involved with the I’Falls department though. Travis Carlson has been a great help to us as have all members of the department. We now have solid workmanship with Voyageurs National Park for rescue. The rescue equipment is now stored at the Kab Fire department and is accessible to both entities when needed. A dry hydrant will be installed at the Kabetogama Visitors Center. There will be no increase to the Fire department budget.

January 2019
We welcomed three new EMRs(Emergency Medical Responders) to the Kabetogama EMS. Travis Carlson, Sasha Oveson, and Linda Rink have been a great addition to our team.
Four members attended the Arrowhead EMS conference in Duluth in 2019, Dave McRoberts, Miranda Challeen, Rusty Lehto and Ellen Hart attended and returned with the newest information in supplies and education.
Ellen met with our Medical Director, Dr. Reki Lawal and reviewed policies, protocols, medications and run experiences to be sure that we were up to date.
We lost a great friend of the department in Julian Brzoznowski, we were Blessed with his support through North Star Electric and his friendship for many years – he will be sadly missed by all.
We had our first use of the New Helipad with a transfer from International Falls that needed air medical and we had the perfect solution on their way to Duluth. We are so thankful for all of the community support on the Beneficial Life Saving Project.
Hunters Supper was again a success and hope that many of you were able to make it.

Thank you to Kec’s Kove and the community for the supportive Appreciation Dinner for the Fire and Medical Dept and all the significant others that are so supportive when we leave them so abruptly.
October 2019
Seven helicopters have used our new site as of this writing and delivered patients to Duluth safely. We are so thankful for the community support for this HeliPad. The Open House in August was a great success and we hope you were all able to come and see the excitement for yourselves with the Helicopter and crew that came and tried out the pad.
We were again able to supply volunteers for the community club BINGO for the month of June, and we are actively planning for this year’s Hunter Supper.
January 2020
We have a fabulous team of dedicated personnel. With everyone doing their part we are able to be available for the community and it takes all of the team to cover the bases. We did lose Dave McRoberts this winter with the sale of Arrowhead and his relocation to International Falls, we lost John Stegmeir with his relocation to Washington and we will lose Ellen Hart in October of 2020, as the Medical Coordinator and EMR after 20 years because of her full-time employment in International Falls and winter relocation to the Falls.
We had two personnel that exemplified their volunteerism this year, Rusty Lehto made every call all year except one and Travis Carlson, new EMR, never missed a meeting or training and went on to complete his EMT training on his own!! We are so pleased with the entire team, but this is an example of selflessness and Excellence.
We have had amazing support from Voyageurs National Park in equipment and training as they are sharing their equipment with us, housing it at our hall so that all departments have access when it is needed most in an Emergency.
This month started our new medical trainer, Erik with minnesotapublicsafety.com. Erik did our combined Annual required radio training with the fire department in December as well. We are excited for a new trainer and a change up in training.
Lastly – I will leave you with a thought…..We are planning to have a new training in the fall of 2020 for EMRs for our department. I challenge you to talk to a member of our department and see what part you might be able to fill. We need help in many ways and it takes a dedicated team to meet the needs of all. Please consider taking the training and joining the team.

New Business:
Levy – All the line items were reviewed and discussed. Marlene Tomczak moved to approve the levy as established in the amount of $94,200.00, seconded by Mary Manninen, all voting aye motion carried.
On April 13, 2020 there is the Board of Equalization meeting from 10:00 am to 11:00 am here at the Town Hall to discuss property valuations.
John Stegmeir was asked to give a brief summary of the new sewer districts that have been formed and what the future plans are for them.
John Stegmeir discussed the Cook Hospital Board. John has been on the board for about 5 years now. The tax levy will go up this year by 10% but has been steady for the last 5 years. It is going up because of a downturn in emergency use and bed use also changes with insurance companies. Below is a year in review from the Cook Hospital.
