Chairman Stegmeir opened the meeting at 7:00 pm. Board members present were Supervisors Tomczak and Kec, Clerk Manninen, Treasurer Callais, Deputy Clerk Stegmeir and one guests. Colin Marcusen from SEH called in on the conference line.  Board members and guests recited the Pledge of Allegiance.
 
Agenda – The agenda was reviewed. Motion by Supervisor Kec to approve the agenda, seconded by Supervisor Tomczak, all voting aye the motion carried,
 
Minutes – The minutes for the June regular meeting were reviewed. Motion by Supervisor Kec to approve the minutes, seconded by Supervisor Tomczak, all voting aye motion carried.
 
The Treasurer’s report was read by Treasurer Callais.

Supervisor Tomczak moved to accept the claims and pay them in full, seconded by Supervisor Kec, all voting aye motion carried.

Old Business
             
PPSSD  - : Collin Marcusen called in on the conference line and reviewed the memo sent to board members.  We are very close to the end of the project.  The collection system punch list is complete and the final pay app has been signed.  Chairman Stegmeir and Collin attended a meeting with USA to talk about their list of claims and the township agreed to an additional $34K.  There are still some warranty items remaining.  Pretreatment – Septic Check, the system has been started and is operating.  There have been some issues with the control panel breakers tripping but the panel manufacturer is currently working on solutions to address the problem.  The equipment operator says they may need ventilation or air conditioning in the building.  The final pay request is still outstanding.  Dispersal – is nearly complete.  The punch list is complete and the final pay app has been signed.  The Joint Powers Board has sent letter to the DNR and Legislators regarding the Woodenfrog hookups to the system to be brought to the next House Session.  The Bonding Bill passed which now put the PSIG fund at 80%.  We also received $50,000 from legacy funds through VNPCWJPB.  Monthly bills per EDU have not been calculated as yet.  Scott Harder will work with Chairman Stegmeir on the new calculations resulting from the newly acquired funding.  Easements – the survey has been completed and SEH sent legal descriptions for final easements to Fryberger.  The Next Steps – Initiation of Operation will be most likely the end of July.  The Township has a verbal agreement with the contactor (Septic Check) to create an Operation and Maintenance Manual for the Township.  Collin says it is ok to sign and send the Permit Modification form back to the MPCA.  Collin would like to attend our next meeting if his schedule works if not he will come here some other time in August.  The Township would like to keep SEH on as our Engineer.  Collin said he could put together a general engineering contract on an hourly basis.  Chairman Stegmeir would like the Board to think about future projects and ideas of how to go about educating and informing the residents on these matters.
 
Planning Commission Report – The meeting was held on July 10, 2017 at 7:00 pm at the Town Hall. 
Under Old Business Carol Stegmeir reported that John Stegmeir has a plan for the “Little Library” and will build it as his free time allows.  He would like to install it under the eaves of the building.  Discussion as to placement of the structure when it is completed followed and the best location will be made when the project is completed.  Puck’s Point Sewer District project is moving along and is getting close to completion.  Many thanks to John Stegmeir for his commitment and hard work on this very long and intricate project. 
Under New Business Marlene Tomczak reported that Kabetogama Community Club is in the process of having a new LED electronic message center from Think Sign installed by Mesabi Sings at the north end of the parking lot.  This sign has the capabilities of being programmed from a computer with wireless communication.  The cement footings and post have been installed.  The township has accepted a bid from KGM contractors to pave the Town Hall parking lot.  The Community Club will partner in the costs of this project.  Marlene has been in contact with KGM as to activities scheduled in the building and they said they will work around these events.  Bingo will probably be the only event that will have to be cancelled at the time of paving as the job requires 3 to 4 days of work.  Kevin Grossheim offered to move tables and chairs to the fire hall (upon approval of the fire dept.) for bingo during the paving of the parking lot if it would be needed.  Kevin Grossheim brought up the possibility of having a pin board installed on the outside of the Town Hall building to hold information.  The Park has similar boards, and they have Plexiglas doors with a lock.  He will look into costs and designs. Nick Taylor, plumber, has fixed the venting problem in the bathroom sinks.
 Voyageurs National Park – Kevin Grossheim gave an update on the Park.  He reported camp site reservations are on par with last year’s occupancies, but boat traffic seems to be down.  Reservation system for campsites and houseboat sites is working well.  The Park personnel have moved the two acre floating bog by Chase Island to Mud Bay.  Kevin said the park would remove any bogs that are blocking channels but would leave others to free float in the lake.  The Park is going to begin to remove the invasive species of cattails in the park waters by machine.  This machine will go in and grind up the cattails and remove the mulch.
 
Roads & Trails – Calcium Chloride was put down on State Point and Pucks Point Roads.
Community Building – Nothing new. 
New Business –  The Kabetogama Lake Association contacted the Township regarding the recyclable containers at the canister site that are not being emptied in a timely manner.  The Board agreed that this is a problem and will keep a watch on the canisters to see if the problem persist.  Chairman Stegmeir will also speak with the County on this matter.
The Township received a thank you letter from Kevin Z Gray, County Administrator, on behalf of Commissioner Tom Rukavina and the rest of the St. Louis County Board thanking us for hosting the Board Meeting on July 27th.
 
Supervisor Kec moved to adjourn the meeting at 8:10 pm. Seconded by Supervisor Tomczak, all voting aye
