Chairman L. Kec opened the meeting at 7:00 p.m. Board members present were Supervisor L. Warrington, Supervisor T. Tomczak, Treasurer D. Callais, Deputy Treasurer M. Tomczak, Clerk M. Manninen and twelve guests. All attending recited the Pledge of Allegiance.
Agenda – The agenda was reviewed, Supervisor T. Tomczak moved to approve the March 7th agenda, seconded by Supervisor L. Warrington, all voting aye the motion carried.
Minutes – The minutes for the February 7. 2023, regular meeting was reviewed, Supervisor T. Tomczak moved to approve the minutes as read, second by Supervisor L. Warrington, all voting aye motion carried.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Warrington, seconded by Supervisor T. Tomczak, all voting aye motion carried. The clerk or treasurer will contact the bank to see if we can get a better rate on the two CD’s that are ready to renew shortly.

Supervisor T. Tomczak moved to accept the claims and pay them in full, seconded by Supervisor L. Warrington, all voting aye motion carried.
Public Comment – Guests Speakers attending this meeting were St. Louis County Commissioner, Paul McDonald, St. Louis County, Brian Fritsinger, Koochiching County Commissioner Jason Sjoblom and City of International Falls City Administrator, Betty Bergstrom. They attended to review the City of International falls ambulance districts. Our area is encompassed in the International Falls Ambulance District. There are also many unorganized townships in St. Louis County in this area. Because they are unorganized, they fall under the jurisdiction of St. Louis County in Commissioner Paul McDonald’s district. There are staffing issues, Medicare reimbursement issues and shortages in funding that are hindering this ambulance district. There is a Steering Committee including Koochiching County, St. Louis County, Ranier, Kabetogama Township and the City of International Falls that have been working on possible solutions to this issue. Betty Bergstrom spoke on the ambulance district. The district is currently running on a deficit on 1.3 million dollars. The annual deficit is running at about 3 hundred thousand per year. The City of International Falls tax payers are currently taking on that burden. The ambulance district covers around 989 square miles and the city of International falls covers 6 squares miles. This is why they are reaching out to all the covered areas to help relieve this deficit. One of the ideas is to charge by parcel at around $50.00 annually. That number is good only if all of the areas decide to enter into this agreement. An area can opt out of this after two years if they so choose. There will be more public meetings on this and anyone wanting to get more information can contact St. Louis County Commissioner Paul McDonald.

Community Sewer Project – Memo from Bob Stark, SEH engineer. Project Schedule: Preliminary estimates of the design flow were generated from the resident surveys and the St. Louis County Land Explorer database. The additional areas requested at the December meeting have been incorporated into the flow estimates. The flow from these new areas will be tabulated separately until it is certain they will be included in the initial project. Preliminary layouts of the grinder stations, force main and treatment site is underway. These are intended to allow an estimate of a facility plan level of the construction costs to be developed. The infrastructure locations and costs estimate will be revised based on a detailed site survey and geotechnical evaluation during the design phase. The NPDES permit section MPCA was contacted and the technical review engineer for this project was determined. The individual is Wes Leksell. He will be our point of contact with the MPCA on technical issues. The drafting of the facility plan document has started and will continue, along with the supporting environmental and other Agency required information. Next Steps: Continued work on locating the grinder stations and piping and development of a preliminary construction cost estimate based on those locations. Preparation of the Facility Plan document and supporting documentation.
Roads – Nothing new
Community Center – Clerk M Manninen contacted Lakes Gas about going around the back of the building to fill the tank and moving the tank in the spring. They were good with that. The floor is done and looks great!!! Thanks to Larry Kec, Jack Hendrickson and Deana Callais. There was a donation check sent to the township from Katherine Peirce in memory of her mother to be used for something fun. The township decided to have the money given to the Community Club to be used for bingo. A motion by Supervisor L. Warrington and seconded by Supervisor T. Tomczak, all voting aye, motion carried. The Community Club at their recent meeting voted to pay for another picnic table for the playground. Clerk Manninen will order this in the spring.
