Supervisor L. Kec opened the meeting at 7:00 p.m. Board members present were Supervisor L. Warrington, Treasurer D. Callais, Deputy Treasurer M. Tomczak, Clerk M. Manninen and calling in was John Stegmeir. Supervisor T. Tomczak was unable to attend. All attending recited the Pledge of Allegiance.
Agenda – The agenda was reviewed, Supervisor L. Warrington moved to approve the agenda, seconded by Supervisor L. Kec, all voting aye the motion carried.
Minutes – The minutes for the October 4th regular meeting were reviewed. Supervisor L. Warrington moved to approve the minutes as read, second by Supervisor L. Kec, all voting aye motion carried.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Warrington, seconded by Supervisor L. Kec, all voting aye motion carried.
Claims – Clerk M Manninen read the list of claims.

Supervisor L. Warrington moved to accept the claims and pay them in full, seconded by Supervisor L. Kec, all voting aye motion carried.
Public Comment – None
Old Business –
PPSSD – Lee Herseth completed the work he needed to get done. There was some issue at the Brattebo property. It may have been issues with a valve. The power was turned off and the problem started then. Dave Cook turned the power back on which helped. This still needs to be looked into. Supervisor L. Warrington will make some calls. Supervisor L. Warrington moved to approve the Maintenance Agreement with Septic Check, seconded by Supervisor L. Kec, all voting aye, motion carried. Clerk Manninen along with John Stegmeir explained the operation and capitol cost for the PPSSD for 2022 and projected for 2023. EDU’s for next year will be 108.29 for the full time residents and 62.88 for the seasonal residents.
Community Sewer Project – Soil testing is still ongoing, and they may have found a couple of good areas of state land for the systems. Supervisor L. Warrington moved to allow John Stegmeir to contact the state regarding a possible land exchange for the sewer system. He will try to incorporate the Woodenfrog land that we have a lease within this deal also. Motion seconded by Supervisor L. Kec, all voting aye, motion carried. Supervisor L. Warrington moved to approve Resolution 2022-01 Establishing Position of Subordinate Sewer District Consultant, seconded by Supervisor L. Kec, all voting aye motion carried.

Project Schedule: SEH sent out 130 questionnaires, a total of 79 of the surveys were returned as of this meeting but they are sporadically coming in. Surveys have not been returned from a total of 31 different property contacts representing 51 parcels. SEH may send out a follow-up survey request to these property contacts if the surveys that were received are found to be inadequate for generation of reliable short and long term flow estimates.
The next step, SEH will tabulate the survey data that has been returned and present that data to the board at the December meeting. SEH will be contacting the Minnesota Pollution Control Agency to initiate their determination of effluent limits after a sufficient number of forms are returned and a reliable estimate of the anticipated flow can be made.
Roads – Nothing
Community Center – The electrical outlets have all been changed out. The septic tanks at the Town Hall were pumped out before the Hunters supper. The Christmas party will be held here at the Town Hall on December 10th.
Other – The county has not reported any decision as to installing a snowmobile crossing sign here at Kabetogama at this time.
Supervisor L. Warrington moved to donate $500.00 to Team Rubicon, seconded by supervisor L. Kec, all voting aye, motion carried.
New Business – Supervisor L. Warrington made a motion to adjourn the meeting, seconded by Supervisor L. Kec, all voting aye motion carried. Meeting was adjourned at 7:55 p.m.
