Chairman L. Kec opened the meeting at 7:00 p.m. Board members present were Supervisor L. Warrington, Treasurer D. Callais, Clerk M. Manninen and one guest. All attending recited the Pledge of Allegiance.
Agenda – The agenda was reviewed, Supervisor L. Warrington moved to approve the 9/5/23 agenda, seconded by Chairman L Kec, all voting aye the motion carried.
Minutes – The minutes for the August 1st, 2023, regular meeting were reviewed, Supervisor L. Warrington moved to approve the minutes as read, second by Chairman L. Kec, all voting aye motion carried.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Warrington, seconded by Chairman L. Kec, all voting aye motion carried.

Supervisor L. Warrington moved to accept the claims and pay them in full, seconded by Chairman L. Kec, all voting aye motion carried.
Public Comment – None
Old Business –
PPSSD – Approved the variance for Donna Ohman Property. Discussed state and county ordinances regarding new construction plumbing in commercial kitchens and the use of grease traps and aerators. Also discussed the importance of district members knowing what should not be put into the sewer system.
Community Sewer Project – John Stegmeir was contacted by the State regarding a land swap with the county. It does not look like this will happen. The state has proposed a condemnation of state trust fund land. There is a legislative process to follow for this. Once this is done then the township could purchase this land outright. The plan would be to incorporate the cost of the land and transaction fees into our grant/loan request in our financing package as we did for the Puck’s Point initial lease costs. Supervisor L. Warrington moved to approve this proposal and begin this process of condemnation of state trust fund land to be purchased by Kabetogama Township for the sole purpose of constructing treatment facilities for our two new sanitary sewer districts, seconded by Chairman L. Kec, all voting aye, motion carried.
Roads – Calcium Chloride was not put on the township roads this summer.
Community Center – Grass seed will not be put in the ditch this season. There was a discussion regarding replacing the gas stove at the hall with one that has electronic ignitors. Betsey Warrington is looking into this.
Other – The Cook Hospital Board voted to increase the levy by 6%.
New Business – In 2023, legislation was passed to establish a Voting Operation, Technology, and Election Resources (Voter Account) that provides a dedicated funding stream for elections administration. The funds are distributed to the county on an annual basis and the county is responsible for disbursing the funds to cities/townships. SLC received $36,362.83. Based on the default allocation formula, the allocation for the Kabetogama Township is $8.71. SLC currently administers absentee balloting for the township and does not bill related costs back to the township. The county has asked that we allow them to keep the $8.71 for the Voter Account Fund. Supervisor L. Warrington moved to allow St. Louis County to retain these funds, seconded by Chairman L. Kec, all voting aye, motion carried.
