Vice Chairman J Stegmeir opened the meeting at 7:00 p.m. Board members present were Supervisors M Tomczak and J Stegmeir, Treasurer D. Callais, Clerk M Manninen and 1 guests. Chairman L Kec was unable to attend this meeting. All attending recited the Pledge of Allegiance.
Agenda – The agenda was reviewed, Supervisor M Tomczak moved to approve the agenda with the addition of CDC Guidelines for meetings to new business, seconded by Supervisor J Stegmeir, all voting aye the motion carried.
Minutes – The minutes for the August regular meeting were reviewed. Supervisor M Tomczak moved to approve the minutes with one correction. Change Septic Check to Viitas, second by Supervisor J Stegmeir, all voting aye motion carried.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor M Tomczak, seconded by Supervisor J Stegmeir, all voting aye motion carried.

Supervisor M Tomczak moved to accept the claims and pay them in full, seconded by Supervisor J Stegmeir, all voting aye motion carried.
Public Comment – None
Old Business –
PPSSD – Supervisor J Stegmeir stated that things were running fine at Pucks Point with some glitches that happen from time to time.
Community Sewer Project – John contacted the owner of the Houser property, and we would like to purchase this property at $97,000. John moved to go forward with this purchase. The steering committee has also agreed to this purchase. Supervisor M Tomczak seconded this purchase of the Hanns Houser property for $97,000, all voting aye motion carried. John received a proposal from Matrix Soils & Systems, Inc. for Onsite Wastewater System Planning at Kabetogama to perform the soils testing in the amount of $6,650.00. We will need a local contractor with an excavator for the test pit excavation. The tasks in the proposal are as follows: Resource Review, Site Evaluation, Site Capability Determination and Prepare Letter Report. The township may need to provide project information, mapping showing existing and proposed property boundaries, ground surface contours and improvements and contacting any utilities if necessary and arrange for access to the site. They intend to be done by November 30th, 2021. Supervisor J Stegmeir moved to approve the proposal from Matrix Soils & Systems, Inc., not to exceed $6,650, for soil testing, seconded by Supervisor M Tomczak, all voting aye, motion carried. Supervisor J Stegmeir contacted Border Bank about a loan for the Houser property, they propose to us to hold $97,000 of our bank account as collateral and loan us the funds at a 12 month rate of 1.93%. The bank needs copies of the board minutes showing when and if we have approved this loan. The board feels the need to get an opinion from an attorney to determine the best method of obtaining the funds for the purchase of the Houser property. Supervisor J Stegmeir would like to contact Mia, the attorney we used for Pucks Point. John will also discuss this with the steering committee.
On September 22nd there will be a Joint Powers Board meeting here at Kabetogama to be held at Arrowhead Lodge at 10:00 am. The clean water committee will be in attendance as well. Supervisor M Tomczak moved to pay for the morning coffee and eats for this meeting, seconded by Supervisor J Stegmeir, all voting aye motion carried.
Roads – nothing
Community Center – Taylors Plumbing snaked the line to the tank and found one more rock in the line. Supervisor M Tomczak brought a proposal from Viitas Excavating for an outdoor Septic alarm, conduit for electrical and misc. parts for installation in the amount of $680.00. A mini excavator to dig a trench for electrical lines from the tank to the lighted sign, hook-up floats for the alarm and fill in the trench in the amount of $1,820.00 and totaling $2,500.00. Supervisor J Stegmeir moved to approve this proposal, seconded by Supervisor M Tomczak all voting aye, motion carried.
Supervisor M Tomczak finds it necessary to step down from her position as Township Supervisor, she would like to stay on as Deputy Treasurer. Supervisor J Stegmeir and Clerk M Manninen asked Bridgette Masters to fill the remaining time in office for Supervisor M Tomczak until the March 2022 township elections. Bridgette kindly accepted the position as Supervisor.
There are new tables for the hall. Marlene asked for volunteers to help move the new ones in and the old ones out to the shed.
Other –
New Business – Supervisor J Stegmeir would like the township to follow the CDC guidelines regarding out township meetings. He proposes that we hold our meetings in the large hall and wear masks, one voted aye and one voted nay. This will be brought up again at the October board meeting when we have a full board in attendance.
Supervisor J Stegmeir made a motion to adjourn the meeting, seconded by Supervisor M Tomczak, all voting aye motion carried. Meeting was adjourned at 8:10 p.m.
