SPECIAL PPSSD MEETING

Chairman Nevalainen opened the meeting at 7:00 pm. Board members present were Supervisors Kiner and Stegmeir, Clerk Manninen and Treasurer Kiner, along with 4 guests including Sara Christenson (SEH). All attending recited the Pledge of Allegiance. Colin Marcusen (SEH) called in on the conference line.
Agenda – PPSSD Bids.
2 Bids were received, Wagner Construction ($3,379,681.00) and Utility Systems of America ($4,102,078.00). Bids were higher than anticipated. Target bid is $2,836,850.00. Cost per month: $100.00/EDU. These numbers assume the following: DNR pays total fee upfront, additional $250,000 secured from IRRRB, loan can be secured through Rural Water to make up the difference between PFA funding and total project costs, 0% Contingency. All soft costs (engineering, legal, administrative remain the same as originally planned. Nancy Johnson stated that the funds will still be available next year even with the delay of the project. Collin stated that he asked Wagner Construction if they could come down about $5,000,000 on the bid and they stated that they could only come down $2,000,000.
Supervisor Kiner moved to reject both bids and rebid the project in two parts, the collection project and the treatment project seconded by Supervisor Stegmeir, motion carried. Bids could be advertised on the 15th of August 2014 and close on the 15th of December 2014. The bids will be advertised in International Falls, Duluth and Minneapolis papers. This will be discussed further at the next township regular board meeting.
Chairman Nevalainen moved to adjourn the meeting at 7:30 pm, seconded by Supervisor Stegmeir, motion carried.
