Vice Chairman T. Tomczak opened the meeting at 7:00 p.m. Board members present were Supervisor L. Warrington, Supervisor T. Tomczak, Treasurer D. Callais, Deputy Treasurer M. Tomczak, Clerk M. Manninen and two guests. Chairman L. Kec called into the meeting. All attending recited the Pledge of Allegiance.
Agenda – The agenda was reviewed, Supervisor L. Kec moved to approve the April 10th agenda with the addition of VNP to New Business, seconded by Supervisor L. Warrington, all voting aye the motion carried.
Minutes – The minutes for the March 7th 2023, regular meeting were reviewed, Supervisor L. Kec moved to approve the minutes as read, second by Supervisor L. Warrington, all voting aye motion carried.
The minutes from the March 14, 2023 annual meeting were reviewed. Supervisor T. Tomczak moved to approve the minutes as read, seconded by Supervisor L Warrington, all voting aye, motion carried.
Treasurer D. Callais read the treasurer’s report.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Warrington, seconded by Supervisor L. Kec, all voting aye motion carried.
The board approved opening a new account for the new sewer district, and to add Supervisor Tim Tomczak and Supervisor Larry Warrington as signers on the township’s accounts, also to remove John Stegmeir and Carol Stegmeir as signers on the township accounts. Supervisor L. Warrington moved to approve this, seconded by Supervisor L. Kec, all voting aye, motion carried.
Claims – Clerk M Manninen read the list of claims.

Supervisor L. Warrington moved to accept the claims and pay them in full, seconded by Supervisor L. Kec, all voting aye motion carried.
Public Comment – Tim and Char Watson had comments regarding the VNP Frozen Lake Access Preliminary Proposal. They would like the Township Board to write a letter to the park expressing our concern regarding this proposal and that we approve multi use vehicles on the frozen lake surface. Supervisor L. Kec and Clerk M. Manninen will create this letter and deliver it to the Park on the night of the meeting. Supervisor L. Warrington moved to pass resolution 2023-01, supporting multiple vehicle use on frozen lake surfaces in Voyageurs National Park, seconded by Supervisor L Kec, all voting aye motion carried.
Old Business –
PPSSD – The township received a letter from St. Louis County regarding a short-term rental application that is within the boundaries of the Pucks Point Sewer District. They need the approval of the township. Supervisor L. Warrington will sign off on this but will look into this further to see if any changes in rates will need to be made regarding more occupants and use of the system because of the rental. Supervisor L. Warrington and John Stegmeir will research this matter further.
The township board received letter from Septic Check regarding a price increase for maintenance service at the Pucks Point Sanitary Sewer District. They have increased our maintenance agreement by approximately 4% to begin on May 1, 2023. A motion was made by Supervisor L. Warrington to agree to the increase this time, but in the future the increases must be made by amendment to the contract or at the time of renewal and agreed to at that time, seconded by Supervisor T. Tomczak, all voting aye, motion carried.
Community Sewer Project – John Stegmeir said that we should be seeing a draft of the design of the system soon.
Roads – Nothing new
Community Center – Clerk Manninen requested permission to purchase a new printer/copier for the township office. Supervisor L. Kec moved to approve this purchase, seconded by Supervisor T. Tomczak, all voting aye, motion carried.
The board has asked Clerk Manninen to contact Robert Ruppe for information regarding how to fund a retirement for the Kabetogama Township Volunteer Medical Personnel.
New Business –
Liquor License Approval – Supervisor L. Warrington moved to approve the following liquor licenses, Arrowhead Lodge, Rocky Ledge, Blind Pig, Pine Aire Resort, Kec’s Kove. Seconded by Supervisor L. Kec, all voting aye, motion carried.
The Town Hall is in need of a new American Flag. Tim and Char Watson have agreed to donate a new one. Betsey Warrington will do the order and let Char know what the cost is. Thank you to Tim and Char Watson!!
Supervisor L. Warrington made a motion to adjourn the meeting, seconded by Supervisor L. Kec, all voting aye motion carried. The meeting was adjourned at 7:58 p.m.
