OCTOBER 1, 2013
Chairman Nevalainen opened the meeting at 7:00 pm. Board members present were Supervisors Town and Kiner, Clerk, Manninen and Deputy Clerk Tomczak along with two guests. All attending recited the Pledge of Allegiance.
Agenda – The agenda was approved with the addition of Planning Committee to the Old Business on a motion by Chairman Nevalainen, seconded by Supervisor Town, motion carried.
Minutes – The minutes were approved on a motion by Supervisor Town, seconded by Chairman Nevalainen, motion carried.

Old Business –
PPSSD – Mike Larson and Sarah called in from SEH, nothing very new at this time. There have been questions from PPSSD members as to when they will start getting charged fees for the project and what the rates are. We won’t know what the loan amount will be until the bids come in. Public Facilities authority bases the award on the bid and we would draw all the grant funds down first to keep the clock from ticking on the interest on a loan. Still working on the permit with the MPCA. Ground breaking is still set for spring 2014. Chairman Nevalainen moved to approve the Grant Reimbursement #9, requesting reimbursement from Iron Range Resources in the amount of $9,920.00, seconded by Supervisor Town, motion carried.
Roads & Trails – Chairman Nevalainen will speak with the County Road person about some grading on State Point Road. Nothing new on trails.
Planning Committee Report – Old Business, the community building was discussed. Many thanks go out to Bob Nevalainen, Marlene Tomczak and all the volunteers who have made much progress. The building is on schedule to be enclosed and have heat by winter. Lee Herseth will be installing the electric, Rick Oveson is donating his backhoe so be used to dig the trenches for the electric. The steel roof and the trim will be green and the walls tan. Rock will be installed on the bottom three feet of the walls. Betsey Warrington moved to recommend to the Board of Supervisors of the Kabetogama Township to upgrade the roof to architectural steel for a more aesthetic look. The walls will be wrapped in tyvec before winter. Bob Nevalainen said that he would get bids for insulation to see if bats or foam or both should be used. Mark Worthman is preparing estimates for the heating and cooling systems. New Business – Marlene will contact Senator Baak and Representative Dill to see if funds are available for grants which can be applied to the Community Hall construction. Betsey Warrington reported that the DVNP has been selected to participate in a Tourism Assessment Survey conducted by the University of Minnesota. A public meeting is being held on Thursday October 3rd at 6:00 pm at the American Legion in Orr. Expiring Board terms are Vickie Peterson and Rusty Lehto. Both have agreed to serve on the Planning Board for an additional three year term, expiring in 2017. This will be recommended to the Board of Supervisors for approval. Chuck Remus from VNP discussed how the government shutdown could affect Voyageurs National Park. Chuck Remus has recently been promoted to Chief Ranger of the Park. Winter trail grooming may be affected by the budget cuts, including the ice road. The reservation system for selected campsites will come in to effect in 2014. The system will be in place from Memorial Day through Labor Day. The VNPA Volunteer Rendezvous was held this past weekend with volunteers opening up a loop on the ski trail at Black Bay, some work was also done in the Echo Bay trail. Culverts have been replaced in most locations in preparation for resurfacing in 2017. Marlene Tomczak met with Kevin Boorma, CEO of GoCullinex, a company that sells commercial kitchen supplies. Kevin will draw up plans for the kitchen. The next planning meeting will be held on 1/6/14 at the Fire Hall. Supervisor Town moved to accept the recommendation of the Planning Committee to have Vickie Peterson and Rusty Lehto serve another three year term on the Planning Committee, seconded by Chairman Nevalainen, motion carried.
Community Center Planning – The building is coming along nicely. Many thanks go out to Bob Nevalainen, Marlene Tomczak and the numerous volunteers who have put so much time into this project. There will be heat in the building by winter. Lee Herseth will get numbers to Bob Nevalainen so he can draw up a contract for the wiring for the new building. The Supervisors agreed that the roofing should be the architectural steel. Supervisor Town moved to allow Chairman Nevalainen to write up contracts with required persons for work done on this building, seconded by Chairman Nevalainen, motion carried. Clerk Manninen will provide copies of the contracts to the Supervisors for review and approval.
