Chairman Nevalainen opened the meeting at 7:00 pm. Board members present were Supervisor Tomczak, Supervisor Stegmeir, Treasurer Gail Nevalainen and Deputy Clerk Carol egmeir. Eleven guests attended the meeting and no one called in on conference line. Board members and guests recited the Pledge of Allegiance.
New officers: Treasurer Nevalainen, Supervisor Stegmeir and Supervisor Tomczak were sworn in.
Agenda – The agenda was reviewed with two additions. Motion by Supervisor Tomczak to approve the agenda, seconded by Supervisor Stegmeir. Motion carried, all voting aye.
Minutes - Minutes for the March 3 regular meeting and March 10th annual meeting were reviewed. Motion by Supervisor Stegmeir to approve the minutes, seconded by Supervisor Tomczak. Motion carried, all voting aye.
Treasurer Gail Nevalainen presented the treasurer’s report. Motion by Supervisor Tomczak to approve report, seconded by Supervisor Stegmeir. Motion carried, all voting aye.
Chairman Nevalainen reviewed payment claims. Motion by Supervisor Stegmeir to approve payment, seconded by Supervisor Tomczak. Motion carried, all voting aye.
Old Business:
Pucks Point SSD --- The most recent bids came back high, above goal of $100.00 per month per unit. Supervisors will accept or reject the bids at the June Township meeting. The Township is seeking additional grant money through the VNP Clean Water Project which is applying for a grant from the Army Corps of Engineers. Chairman Nevalainen updated the group on ongoing efforts to secure this Grant.
Guest requested mailing list of residents impacted by Pucks Point Sewer project. Township Board will work on putting list together for resident.
Taxes --- Chairman Nevalainen provided information in response to resident’s concerns on tax lines on property tax statements, particularly the assessment for the Cook Hospital District, bought forth at the March township meetings.Township property owners are assessed about $130 per $100,000 in valuation.
When the Cook Hospital taxing district was formed, townships had the opportunity to decide if they wanted to be part of the district. Five Townships in the district voted not to opt into the taxing district.
Since we were not an organized township when the taxing district was formed we were voted in by the County Board. Kabetogama Township would like the opportunity vote on whether to be in or out of the Cook Hospital Taxing District or have action taken to have all the Townships within the taxing districts boundaries be assessed proportionately to distribute this tax burden more fairly.
Chairman Nevalainen reported he and Supervisor Stegmeir attended the March
St. Louis County Commissioners meeting and read a letter from the Kabetogama Township Supervisors regarding the Hospital taxing district and other concerns from the township. The Commissioners requested that the letter be in the form of a resolution before they enter it into the record.
Chairman Nevalainen has also been in contact with Senator Bach and Representative Dill to inform them and seek their help in resolving concerns.
Received $180.00 tax bill for Community Center. Taxes are assessed for waste disposal.
Roads & Trails --- Chairman Nevalainen spoke to St. Louis County Engineer. At this time the St. Louis County Engineer says there are no plans to widen portions of the county roads in our Township for bicycle/pedestrian traffic. Township supervisors will continue to advocate for this upgrade to be incorporated in the road resurfacing project scheduled by the county for 2017. Tom Rukivina, St. Louis County Commissioner for our area has agreed to attend our June Township meeting to hear our concerns.
Planning Commission --- Supervisor Tomczak reviewed minutes from April 6th planning commission meeting.
Community Center --- Supervisor Tomczak provided update on status of Community Center construction. Community Hall is completed and we are ready to begin landscaping.
Supervisor Tomczak is working on completing tax exempt paperwork and Sales Tax refund request for sales tax assessed on community center building materials.
New Business:
Cook Hospital Taxing District --- Chairman Nevalainen introduced resolution authorizing the township supervisors to write a letter to the Saint Louis County Commissioners regarding taxation issues. Motion by Supervisor Stegmeir to approve resolution, second by Supervisor Tomczak. Motion approved, all voting aye.
Letter with concerns reviewed. Motion by Supervisor Stegmeir to approve letter, seconded by Supervisor Tomczak. Motion approved, all voting aye.
Training --- Chairman Nevalainen reminded Supervisors about the MN Dept of Revenue internet training for the local Board of Equalization. If all Supervisors complete the training, the Township will be eligible to hold the local Board of Equalization meeting at Kabetogama Hall in 2016.
Board of Equalization --- Residents who want information or want to dispute their valuation can do so at the Board of Equalization meeting being held in Virginia MN on April 23, 2015.
Other / Liquor License --- Supervisor Tomczak made a motion, Supervisor Stegmeir seconded the motion to approve the following liquor licenses; Rocky Ledge, Bait and Bite, Border Guide Service Base Camp Company, Sandy Point Lodge and Arrowhead Lodge. Motion passed, all voting aye.
Other --- Discussion on scheduled maintenance projects for Voyageur National Park this summer.
Resident stated grant funding may be available for construction of tennis court. Board will bring this information to the Planning Commission.
Supervisor Tomczak moved to adjourn the meeting at 8:50, seconded by Supervisor Stegmeir. Motion carried.
