Chairman Nevalainen opened the meeting at 7:05 pm. Board members present were Supervisors Town and Kiner, Clerk Manninen, Deputy Clerk Tomczak and Treasurer Kiner along with 11 guests. All attending recited the Pledge of Allegiance.
Agenda – The agenda was approved on a motion by Chairman Nevalainen, seconded by Supervisor Town, motion carried.
Old Business –
PPSSD – the meeting went straight to the Sewer District discussion. Sara Lindberg, Colin Marcusen and Mike Larson with SEH reviewed the memorandum that was sent out for this meeting. Project Cost; the total project cost is approximately $2,366,100, plus approximately $50,000 in land acquisition costs, there may be additional cost to connect two properties at the south end of the project that range from $160,000 to $200,000. Funding; Grant dollars will be exhausted by the original project costs, without the addition of the two properties on the south end, therefore all additional project costs will be added to the Small Communities Program loan – 1% loan over 20 years. A comparison of the monthly user rates with and without the two properties on the south end added in to the project costs are: Monthly user rates based on a $2,366,100 project: $58 - $70 per ERU or Monthly user rates based on a $2,566,100 project: $62 - $80 per ERU.
There was a lengthy discussion regarding who is being connected and who is not in the district. Chairman Nevalainen moved that the PPSSD will move forward at this time and all members of the district will be hooked up. This motion was seconded by Supervisor Kiner, all voting yea motion carried. SEH will continue with the preparation of design documents, the plans and specifications are anticipated to be submitted to MPCA near the middle to end of October, 2013. Construction is planned to begin in the spring of 2014.
Members of the sanitary district will be responsible for connection of the their sanitary sewer pipe to the new septic tank located on or near their property. Estimated piping costs for a typical single family home are $1,500 to $3,000. Costs are highly dependent on the type of soil or lack of soil, encountered in the area.
Residents with existing septic tanks and dispersal systems will be responsible for removal or abandonment of the system. There will be some instances in which a new tank will replace an existing tank and become part of the new collection system. In this case, the existing tank removal is included in the project costs.

Roads & Trails – The townships roads need grading, Supervisor Town will contact the County road operator to take care of this. Chairman Nevalainen will seek council from the township attorney regarding an issue with one of the township roads. He will report back at our next township meeting.
Community Center Planning – Chairman Nevalainen stated that the septic permit and land use permit are done and sent out. Lee Herseth will run ground line and get the electric permit. Marlene Tomczak spoke with Sarah Schaffer from the MN Dept of Health who stated that the building may be constructed but before the kitchen can be done a design drawing must be sent to her for approval. The building slab should be poured within the next couple of weeks. Supervisor Kiner moved that the township move ahead with the construction of the building and purchase of the materials, seconded by Supervisor Town, motion carried.

Supervisor Kiner moved to adjourn the meeting at 8:55 pm, seconded by Chairman Nevalainen, motion carried.
